I definitely think that departments should take some of the cost of putting equipment into their spaces, and be a part of the upgrading process as well. If they are going to be the main users, they should have a say and a stake in the hardware they use.
There are two ways of looking at it. On the one hand, departments absolutely need to take more responsibility for their technology. On the other hand, if these purchases are centrally managed, we have a greater chance of being able to adhere to campus standards.
